It would be very useful to be able to override all system page titles such as Login I would like it to say Sign In instead, and in addition to be able to add some content words below.

Some System pages already let you do this however the Login page is not one of them, in addition those that already have this capability also support Article template content. There are plans to make all System pages overridable in the near future.
